At the time of submittal of a rezoning, special use permit or preliminary plat application, the applicant shall submit proof of having reviewed the development proposal with applicable water, sewer, fire, gas and electric utility officials. Proof of such review shall be provided on forms furnished by the Department of Planning and Development Services. Said forms shall provide an opportunity for applicable water, sewer, fire, gas and electric officials to provide comments on the existing and future availability and timing of services provided by their respective districts to the subject property.
  2. B.
