Applicable provision of the Unified Development Ordinance shall otherwise apply with respect to matters not addressed by this Chapter. Where apparent conflicts exist between the provisions of this Chapter and other existing ordinances, regulations, or permits, or by easements, covenants, or agreements, the Director shall determine, based on which best meets the requirements of the Pilot Program of this Chapter and the Comprehensive Plan, which provisions shall govern the proposed Pilot Program.
